yeah, everybody likes to go after the runaway civ, esp if it's human. if possible you want to keep adjacent civs under contstant pressure/attack from their flanks, so that if they dow you they can't BOD you, and if you sneak attack they'll be mincemeat.
@OP on original question, I've found that having the largest military is a sure way to get dow'd. if you're the largest, make sure that you keep pumping out military to maintain the dominance.
