Why does Civ 4 turn on my web-cam ?

I just bought a web-cam for skype calls.

When I start Civ 4 "single-player" a little "blue-light" appears next to my web-cam indicating it is on.

Why does it do this and can it be turned-off ?

I believe it is Steam watching you.

Oh, nevermind that is Civ V.

I suppose you can unplug the cam?

That's what I would do. I just wouldn't be able to enjoy the game if my webcam did that to me.
