Why does it lie when settling a cramped city?

So when you settle a city it always allocates 6 tiles. If some tiles are already taken it will allocate others. Rare but it does happen. So when I went to settle this city it showed me the 6 tiles it would allocate.

But when I settled I got a different set, it's fine, does not bug me but why show me the tiles it will not choose?
