Why does my capital keep uprising even though my happiness is not less than 30%, is it because of spies?

This is what my happiness is after the uprising. What causes uprisings? Where can I find info on the status of potential uprisings from in the game?

No, it's not below 35%. Look closely at the images. The second image shows happiness before the uprising. The first image shows happiness after the uprising.

What I mean is that the 2nd image shows what happiness is normally. I didn't actually take a screenshot of the turn before the uprising because obviously I can't predict the future. But the 2nd image shows typical happiness before and after the uprising situation.

I'm not to sure how uprising works, but there's 2 ways i think it's occurring.
You're empire at one point during the turn end and next turn start fell below 35%, causing uprisings
You're capital is below 35% happiness, so uprisings are occurring there
