[NFP] Why is my game stuttering?

I'm gettting a lot of stuttering and choppiness during the game. It happens when I move a unit or when I scroll the map. It's not smooth as it used to be. My rig is decent: i7700hq gtx 1060 6mb graphics card and the game is installed on SSD hard drive.

Not sure why this is happening? Any suggestions? All my drivers are up to date; I deleted and reinstalled Civ 6 and deleted the 3 cache files. Even when I turn the graphics down all the way it still has the stuttering and is choppy.

Any suggestions?
 
If it's not the drivers and this happens in other games besides Civ, there's the obvious stupid question: When did you last clean the dust from your heatsinks and fans? Intel CPUs start throttling (=tuning their performance down) beyond certain temperature limit to prevent damage and some laptops are real dust hogs (and unfortunately difficult to clean properly, sometimes even requiring removing the motherboard). Additionally, some thermal pastes lose their efficiency quite rapidly (e.g. Noctua's NT-H1, even though they make quality stuff otherwise). If it's only Civ that's stuttering, it's probably something else. You can monitor the CPU temperature with e.g. HWmonitor or Intel's XTU, if necessary.

Ah ok. I didn't know this. I might open up my laptop and have a look. I haven't cleaned it since I first got it, like 4 years ago.
 
I dunno if this is related but lately I have noticed a weird flickering white/bluish light on certain tiles of the map. It's like the game is animating a welder's shop on certain parts of certain tiles, can't think how else to describe it. It persists on the affected areas until I restart the game and sometimes starts back up, sometime moves to new areas, sometimes doesn't happen.

No other issues noted in any other application. I clean the inside of the PC and the video card with air on the reg and it stays pretty much spotless. I keep the GPU drivers updated. Anyone else seen this or is this the stuttering the OP mentioned?

I have stuttering audio when the camera pans to a unit. Happens around 20% of the time. Always happens in strategic view. I'm on a slow portable mac, though. My system is underspec'd. This has been happening for as long as I remember. If I quickly go out of strategic view, the problem is solved for a while. If I lower the framerate, the issue is less common
