Why is one city connected to my capital, while the other is not?

Prague is connected to Aachen, while Vienna is not. What are the mechanics behind this? I have not teched Sailing, and I do not have The Wheel.
 
If you have fishing you get trade routes via cities within your cultural area connected by coastal tiles. Vienna would need a road or river connected to your capital. That or sailing.

Pretty sure you don't even need fishing even. Cities connected by culture covered coast tiles will have routes.

Vienna will connect with a road on each of those "pc" marked tiles to the right of it. It connects to the river adjacent to Aachen. (Sailing might actually not connect Vienna to Prague if the coast is not fully unfogged, which I can't tell for certain)

(ha..yeah this map has crazy resources)
 
Does the full of resources script produce capitols that are worse than the average city site?
