Why is this game so strategically shallow?

I must admit I agree with you here but still I find much enjoyment with this iteration of Civ. So much so that despite having changed rigs many times since buying this game way back when it still manages to occupy a lot of hard drive space for me.

Challenge for you if you will: Define what a strategy game is.

Sure! Legally, you do not even own your work - it's owned entirely by Firaxis. You receive no compensation whatsoever for your labor, and Firaxis can nip it or crush it at any time. It is equivalent to the labor of slaves.
