Why some Civilizations get more UU than others?

This makes America, Russia, etc... beat every other Civilization, why the hell add more UU to others but not add the same amount to others too?
This makes the mod unbalanced

Not true. Every civilization has 1 UU. The rest are identical to the regular unit, except in name (and artwork.)

Well I noticed Russia's replacement for ICBM costed only 5 gold per turn, and some other bonus too.

What Afforess said is true. Because unitartstyles do allow only the graphic to change but not the name, I had to make some civilization specific units to appear as UUs but their stats are actually identical to the normal unit. Civilization specific units was a design idea to add more historical flavor to civs and the reason why not all civs have them is that it takes lots and lots of time to read through historical articles to find clues about what unit classes different civs might have had - in most cases the articles don't even mention any specific info about army units. I wish I had found some unit choices for all BtS default civs...

If you say it that way, then why Russia's ICBM costs less gold per turn? Could you please look through all of the "fake" UU so that they aren't superior?

That's an issue with the Advanced Nukes Mod being out-of-date, not RoM.
