Why were the leaderheads so low in resolution

I really like the Civ3 leaderheads, especially compared to the Civ4 leaderheads. They are less cartoony, and more sophisticated looking, and I loved the way they changed through the eras.

However, I don't understand why they were only 200*240, when they rendered up to 500*600 (attached images are 450*600 because they were cropped on the site I got them from)

You might want to ask this in the Creation and Customization forum, as there are several members there that create Leaderheads.
