Why won't AI trade with me?

I've got lots of luxuries, and am large and powerful (only playing at Chieftain level, of course), but none of the other Civs will trade with me. I'm trying to make friends with one or two of them, and then attack the third. But, no matter how many things I put up for trade (one of each of my luxuries), and asking only one item from them, it's no dice.

What's up with that?
 
did you ask what they want for your items?
 
First if you have any gold per turn in the offer and have a bad reputation, it will not be accepted.

Then it is becomes what you want and what you offer. Do you want a city, that is not allowed. Do you want a lux, if so what do you offer in return. They will ask more for a lux if it is your 4th or more, than if it is your 1st or 2nd. That is because it means more to you than to them.

Techs are those that have special value, such as new units/gov/wonder. Otherwise, you have to look at the beaker cost and translate it to gold. If it will take 2300 beakers to research and you have no others that know it and you have no beakers spend towards it, you cannot expect to buy for 300 gold. Plus the AI has a discount for each other.
 
Well you can alway bring up the advisor and propose a deal with no gpt. If the advisor say that should be acceptable, add 1 gpt from you to them and if the deal is not acceptable now, you know why.

Any ploy along those lines will work, say offer to borrow some gold and pay more gpt than it is worth, same thing.
