Why Wont Civ4 Load!!!

I recently reofrmatted my computer and everyhting is working fine except for my Civ4 game. Please tell me what i have to do to get this stupid scrren that pops up to stop popping up!

- install the latest directX?
- updated your graphics drivers?
- patch the game?
