That is how it works, if you replace "all of the AI leaders" with "all of the AI leaders I've met so far".

Oh. Yikes. No wonder people get so mad about it. I only recently moved up to Noble, so I've not had much experience of it yet.

So do the AIs experience it with each other? That would support AlessioCerci's suggestion.

They experience it with eachother. If they take it into account when trading techs they're about to research it's new in BtS and I doubt it. Especially since this one has already most likely been solved, as no tech brokering was on.
