You might run into trouble with the video card. It's the workstation version, and its drivers are not designed for gaming; will work in most cases, though.
Its performance is roughly on par with the card i have in my laptop, which runs Fall from Heaven 2 on medium settings. Unmodded Civ 4 should work even better.

Rest of the system looks fine.
 
Nope, that one is actually worse.

That one will be fine, especially if you upgrade it with another GB of RAM.

A good overview for laptop video cards can be found here.

"Medium Settings" refer to the graphics quality settings in the game options. Map size should have no influenze on video perfromance, but more cities,civs and general stuff going on will require more CPU processing power and main memory.
