Will we ever get an expansion pack?

Think of Civ as the Goose that Lays the Golden Egg. If you own the Goose and depend upon it for your major source of income (Firaxis/Sid Meier) then you take very good care of it and make sure it has a long, prosperous life. You stretch out releases because that's how you earn your income. Flood the market with low quality stuff and the franchise suffers. So you have to tease the fans and take your time, but not so long between releases that people lose interest and wander off to other pastimes. It is a balancing act. You time your releases based on programming projections, to be sure, but you also plan your programming around income projections and plans for growth or diversification.

Quality > quantity
 
I'm betting the expansion will focus on infrastructure and lategame.

I can't justify any DLCs until I play through all of the original civilizations, but I'll ask Firaxis to take my money for an expansion pack that covers infrastructure and game play. By the time they release the expansion pack, I'll be ready for some new civs.
 
Isn't XCOM a much larger goose by now?
Could be, but Civ has a hard core of fans, not the least of which is Sid himself. It is also used to some degree in teaching, beyond entertainment. It is their family sedan while XCom is kind of their sports car.
