Win 7 not finding Civ4.config file after reinstall

I'm about to pull my hair out. Couldn't get GOTM 60 to work, so uninstalled and reinstalled everything. Patches, MODs, everything. Now, I go to change the startup file so that the HOF mod starts, and Win 7 can't find the Civ4.config file.

What am I supposed to do now. If someone tells me to uninstall and reinstall I might turn these Civ disks into frisbees. That's about how frustrated I'm getting...........

Did you search for it yourself?
Because the Win7 search is not very good and often fails to find some files.
The config should be in My Documents\My Games\Civ4 (or BtS).
