Winning on higher difficulties peacefully

So, I decided to return again to this old gem called Civilization III and after a few games, there was a question that popped in my head - is it possible to win peacefully on difficulties after Monarch? I mean Diplomatic, Cultural and so on..

Does everyone wins only through wars and warmongering? Is it possible to keep up to the culture and science of the AI?
 
I find space, diplo, and culture wins pretty easy on emperor. You don't have to go to war for territory, and you can still keep up in researching and culture. At demigod it isn't that difficult, but you'll need to be a good trader and you'll have an easier time with a few wars for territory. The AI usually makes sure that I go to war.

For me, at deity and sid, winning non-militarily requires luck and sneakiness. Actually, winning militarily also requires luck and sneakiness, as these are generally above my comfort level. My one sid win was a 20k game.

(I think I'm a pretty good player, but I'm not great by any stretch of the imagination. I don't build enough workers, I'm not a good micromanager, and my warring is poor. I do like culture wins, though.)
