Wonder Bugs?

I have ver 1.5.2
I built the Three rivers Dam, I see no Hydro Electric Plants in the cities after it is biult. River cities still show Hydro Electric Plants as an option to biuld...
I biult Red Cross and then West Point in a city and they both disappeared a few turns later...

Post a couple of screen shots showing the issue. Or post a savegame so someone can take a look at it on their machine.
