Sometimes, depends on the mood. I notice that I watch the early ones and skip the later ones, maybe it just feels more epic to build the Coliseum than Broadway.

Pretty much always. I like such extra things in games. They could've also added an animation for the unfinished structure collapsing into a pile of rubble, if AI beats you to the wonder

...That would actually make me sad. Is the Circle of Shame not punishment enough?
