Ok, I have some further information. It turns out that later they forgot about the whole "only 5 floors" thing. Insted, later Industrial Tenements would have up to 14 floors. In the Modern Age, though, the Tenements in Britain from the Victorian Era were deemed unfit to live in and many were torn down. Later, though, they realised that they could be converted into Flats, which they did to many of the remaining ones.
