Wonder greyed out

I'm playing Conquests with the latest patch on Emperor difficulty.

I just discovered Literature, and am trying to start the Great Library at my capital city; however, in the build menu, it's greyed out. I know this happens when another city is building the same wonder, but none of my other cities are. The Great Library is available at another city a few tiles away; the only difference between them is that the capital has the Palace and the Mausoleum (same population, improvements, resources, etc).

What am I missing here?
 
First off, welcome to Civfanatics!

You can't build a wonder in a city where anything has been rushed. If you disbanded a unit in the city, or spent cash to rush a project, or chopped a forest where the shields went to that city, switching to a wonder is not possible. Wonders have to be built with all the shields coming from that city's workers only.

It's 99% likely that one of these causes is the problem. Simply finish the current project and then you will be able to start the Great Library, if you so desire.

Is that a new rule in Conquests? I've played vanilla civ3 for a while and never remembered that being the case.
