So anyway, I flipped this city through loyalty pressure. It originally had the Mausoleum, butthen it disappeared many turns later.
I'm pretty sure I know what happened. I think that the harbor was originally attached to that hex with the wheat on it and that when the tile flooded the harbor moved down a hex to attach to a different tile and then I guess for whatever reason the game checked, decided the Mausoleum wasn't in a valid location and deleted it.
I doubt this is intended.
