Is this a bug, or no?
I get the proper scientific advance to make a great wonder, but when I pick a certain city to make the wonder, the great wonder isn't one of the choices.
For instance, I get the Theory of Gravity advance, but when I choose a specific city to build the wonder, that specific wonder and all other wonders (such as Forbidden Palace, Smith's Trading Company, etc.) aren't in the city's choices. The city is properly connected by roads to my other cities, and any prerequisites are already built. The wonders are not assigned to any other city. If I pick most any other city in my nation, the wonders are available for selection.
The thing I do notice is that this seems to happen when I pick a city that is on the verge of finishing whatever it was originally creating (such as being 1 turn away from creating a bank, for instance).
