Wondering about wonders...victory issue: a bug or a feature

About wonder victory:

Played this twice: the 1st time, I assumed that when 10 wonders (the default parameter in game limits) were built by one player, the game would be over...nope...went untill all wonders (29) were built.

Had more than 10 and was in first place, won.

2nd time, built 16 out of 29 (all AI's put together built 13), but was in 2nd place in total score and lost.

What's with that?

Would also be nice if the hall of fame screen listed Wonder Victories by type...
 
I think it has something to do with shield cost of wonders
 
It's something to do with the score, I've been told. I think ten points are added to your score for every wonder you get.
 
Wonder Victory is more a time limit factor than anything else. When all Wonders are built, game over. The civ with the highest score (or most VP's if VP's are enabled). The number of Wonders built will only have the usual effect on score and VP's. You can win the game without building any of the Wonders, and you can lose the game if you built all the Wonders.

If you have VP's enabled, you do get 10x Wonder Cost.
 
So without VP's on, the building wonders have no bearing at all on whether you win or lose? That sounds silly.. surely you must get some extra points when you build a wonder without VP's enabled..
