I tried to search for the answer to this question but came up empty... so I apologize if this has been asked before. How come I can't get a worker to "improve" a tile, say grassland, to a pasture, mine, camp, etc (after I've researched it)? I click on the action panel and it just has the basics. According to the manual you can upgrade about any type of tile-- as long as it doesn't contain a resource. The AI doesn't seem to care-- they can build just about anything but for some reason I'm not getting the "advanced" improvement options. What am I missing?

You can only build some improvements on particular terrain types.

Farms can only be built on open terrain, or hills that are next to rivers.

Lumbermills can only be build on forests.

Mines can only be built on hills.

Camps can only be built on certain bonus/luxury resources (ivory, furs, deer).
Pastures can only be built on certain bonus/strategic resources (cows, sheep, horses).

The AI follows the same rules that the human does.

This means that if you want a city to have high production, it needs a lot of hills or forests around. Terrain matters.

Plantations are only an improvement that can be done to a tile that has...

Cotton/Bananas/Spices/Dyes/Silk/ .. might be forgetting another...

anyway, same with Camp. Only on...

Deer/Elephants/Furs

Flat plains or grasslands can have farms, forests can have lumbermills, hills can have mines, etc.

and iirc you can not build trading posts, farms etc, on tiles with strategic, luxury, resources.etc

Wow... thanks for the fast responses... Its starting to make since now. I think the manual is a little misleading in a few areas about improvements. Remember... I'm still a noob at this game. Sorry for the dumb question...
