Worker keeps requesting new order even though it was still improving

I'll make the worker build an improvement like a camp. It will start doing it, but on the 2nd or 3rd turn, it'll ask me for new orders even though it hasn't finished its improvement. I'll have to tell it to build the improvement again. Luckily, any unfinished work was still saved.

Could this be because there are enemies nearby? Sometimes I dont' see any within 2 or 3 hexes and it will still do this. Is there a way to turn it off?

:nono: It only happens when an enemy unit enters 3 or 4 tiles range around worker. It is really annoying. I think there should be an option to stop warning you about a specific enemy unit so that you don't have to order the worker every turn.
 
Much more annoying is that this behavior is so inconsistent. An enemy unit can be just visible, but completely unable to reach the worker, and it will stop its work. Yet an enemy unit can be in range (and will steal the worker with the next turn), but the worker does NOT stop in this situation.

THATS annoying.
 
drives me crazy. It actually seems to involve the enemy entering the city limits in which the worker is working in. What's worse is that if it pauses after you've hit new turn to let you move this guy, because you didn't see the enemy, you can't move other things like military units
