Worker's work rate

I'd like to change the work rate to all the same... if American spawns in turn 0, their work rate (2 turns for road) is double to China/India/Greece/Babylon/Egypt/Mali (4 turns for road). Unfair.

Maybe we can change like this:

All civs starts with work rate 1 (4 turns for road)

10% faster with bronze working (1.10)
10% faster with iron working (1.20)
10% faster with construction (1.30)
20% faster with engineering (1.50)
and finally 50% faster with steam power (2.00)
 
The work rate is the way it is because later-spawning civs don't have as much infrastructure. It's balanced specifically to make it more fair for the later civs who don't have 4000 years of workers.

This schema still speeds up later civs, and it slows down earlier civs (on average). The work rate acceleration is in line with the 4/3/2 split that happens at the moment, though maybe it would need the Steam Power bonus moved to Replaceable Parts, so that America gets a bonus from the start and Steam Power has a single clear worker bonus. It gives a boost to early civs in later eras, and they often collapse anyway.
