Working Tiles... Please Explain?

I'm doing the the One City Challenge, and I have a question about working tiles. The game only let's me have my citizens work tiles within 3 tiles of my city. Does this mean tiles outside that boundary are useless?
I know that lux and strategic resources provide a bonus no matter what, but what about farms, mines, tps, etc? Is there any point to building them in areas where they can't be worked?
 
There is no benefit to changing the land outside of the 3 tile radius except when it comes to luxuries and special resources.
 
Can't build improvements other then roads/railroads outside of your borders, kinda makes sense though.
 
Oh sorry about posting in the wrong spot. But I'm not talking about building improving areas outside my borders. I'm talking about improving areas within my borders that are farther than 3 tiles away from my city (and therefore can't be worked). And what about things like stone, bananas, fish, etc? Will they provide their food/production bonuses without being worked?
 
Yes you are right, there is no point in improving non luxuries or non strategic resources more than 3 tiles away from your one city.
 
You can also drain swamps outside of your territory (provided you have obtained the necessary technology).

I often do this to clear a path ahead of time when playing to invade somone, so my army won't get bogged down.

And cut down forests.

If you have spare workers you want to keep around for whatever reason though, I guess you could just have them build forts. They don't cost any upkeep and you might have some use for them at some point.
