I have a problem with world builder .

Same problem for me, only I have Windows 7 Professional.

Sometimes when I start WorldBuilder again, it says something like: You are running Civilization 5, you must close it first. Civ 5 isn't open, but when I open the Taskmanager, I see Civ 5 process, I close it, close the TaskManager and try again to start the WorldBuilder.

Now it starts... sometimes...
 
They managed to break World Builder a bit back. They posted (an incorrect) workaround here: http://forums.civfanatics.com/showthread.php?t=490200

I've had better luck (not always, but most of the time) opening up ModBuddy first, loading any mod with a map in it, then double-clicking the map to load World Builder. Then just go from there. It's not perfect and there have been times when I'll consistently get the same error with a map until I restart the computer and it begins to work fine; no reasoning or anything to it far as I can see.
