Worldbuilder error,won't open

After reading through multiple forums and finding no answer that worked, I'm hoping someone will be able to help me out.

When I open up the worldbuilder I receive an error message;

I click okay and then it tells me that it actually can't report the error, and that it saved it as a .txt file.

I've tried launching from steam and the desktop shortcut, I ran the "sfc /scannow" as an admin in the command propmt(it told me nothing was wrong), and I've tried starting the WB while modbuddy was open to no avail.

If anybody can help me out I would appreciate it.

P.S. I am running Windows 7 on an HP laptop
 
I have the same problem.

I cannot open World Builder.

It tells me: You cannot run World Builder while Civ V running. Exit the game and than try again.

This cannot be, since my game IS turned off.

I have Windows 8.

My game working fine other than this.
I sent the same question to Steam and I got the answer to verify my game cache, with instruction. (and I could not do it since it clamed the same: Error: Exit your running game first.)

Also I did unable my Kaspersky protection for Steam, as suggested.

One more thing. I did open a new Steam account since this is my new computer and purchased another Civ V game other than the one I had on the old account (from which I temporarily lost password). If that can be somehow related. Also, My old computer is still in function, but I use it rarely and not playing game there (no internet connection either).

Any help would be much appreciated.
 
All you have to do is go to task manger and in the processes tab there will be a civ program. End that and the "game already in progress" message won't appear anymore. I had to do this, but once I got around it i just get the error message I posted.

Strange part, I've notice that it does refer to my new computer Machine: D-PC, however it says it is Windows 7 (and that is not correct it is Windows 8). The rest in the file I do not even understand.
 
Same here. I was going to set up something so I can see which of the new UU's promotions carry over when upgraded. I need to know if I have to use them right away or if I can build them up and use them later.
