How do I delete or move a unit?

I want to start in the right place on the europe map and the same with the french etc but cannot delete a unit to put a new one elsewhere without deleting the terrain aswell!

When you're in the menu to set units on the map, then you have to right-click on a unit on the map, to delete it.
