Amount needed for victory is not a majority of delegates its fixed by number of ?living? civs and CS. Although other civs can vote against you directly.

you only Diplomatically trade your "core" delegates for resolutions (membership, maybe other bonuses.. possibly not AIs)
Resolutions appear when Any civ has reached the tech
It appears the "diplomatic victory' is not from getting other civs to like you, but getting delegates. This leads the "diplomatic play" involving resolutions to get you more delegates, (closer to the threshold), as well as resolutions that boost your ability/hurt someone elses ability to have CS.
Globalization's effect gives you delegates based on Diplomats you have in other civs
Updated info, the UN is a Wonder. according to the pre-release
(makes the World congress into the UN, gives owner 3 delegates.)
Perhaps the UN Wonder becomes available to build once the World Congress goes into the Atomic Age (possibly limited to Host of World Congress)
OR
The UN Wonder is given to the Winner of the UN "Project" similar to ISS/World's Fair/etc. that becomes available when the World Congress reaches Atomic Age
OR
The UN Wonder is given to the Winner of a special election
