Worldbuilder query

Not sure if this shoud be here or in Tech Support. Hopefully here is OK as it might be of interest to people other than me.

Has anybody found when playing on a map you make in worldbuilder that city states don't appear? The AI players appear fine, as did my civ, but no city states for some reason.
Anybody know why?

I can't answer your question, but I have the same problem. I also found that placed cities won't stick. So I place certain Civ's cities somewhere, and make sure they are locked in correctly, but I just appear randomly on the map. Quite frustrating. What good is creating your own map if you spawn randomly somewhere?

Until right now I didn't even realise you could place cities in the worldbuilder. I thought the game just plonked them down randomly.
