Worldspells - a review

Never really though of that. I guess it would make the most sense that the civ Leader is casting it. But then it should be different for each leader. I think feydras is right, Worldspells as civ-specific rituals does make more sense. And helps prevent those kill-you-at-the-start spells.

I stated a long time ago that I'd probably change (at least most of) the world spells to civ-specific rituals.

I do prefer to let Hyborem's whisper remain a spell though. I prefer to have the AV holy city as the Infernal capital, so I like to be able to cast it before I settle. (I removed the tech prereq already.)
