Would This Strategy Work? (Espionage)

Playing as Sejong getting towards the late game.

The Iroquoi's are the main rival and have a handy science lead.

I have previously stolen from them and have had a spy killed in the capital, so I know at some stage they have had a counter spy there.

Hiawatha is also rigging elections to get as many CS's as possible as Allies.

I have had a spy in his capital and it is now within ten turns of being able to steal a technology. However I am wary of the counter spy.

I do have some spare gold so I am going to buy off his CS's- the ones I can afford- to force him to place his spies in CS's to recover them. Hopefully he will remove the spy from his capital.

Wow I don't know if an AI would ever remove Counter Spies from their cites.

Often the AIs other cities especially on harder difficulties aren't much behind in science production compared to the capital - so they are good spy targets too, while they'll probably only have a counter-spy in their capital or their no.1 science city.

Someone posted a while back, a good target AI city would be a high pop one next to a mountain (observatory).
