Would this tactic work? (A way to build 'fortress' quickly)

I have an idea, for OCCASIONAL use.

It would require, hills or mountains to be on the coastline of an enemy continent.

Sometimes when i invade a continent, i send engineers across the water with regular troops in a transport.

Now, as it takes a few turns to build a fortress, and i need to establish a gateway to the new turf anyway;

DOES BUILDING A NEW CITY ON A MOUNTAIN ADD THAT 300% DEFENCE BONUS TO THE TROOPS INSIDE?

That's a legitimate tactic, but it won't work the way you want it to. Putting a city in a square does not increase the defense value of the units inside. However, the terrain does still affect the defense values so building a city on a mountain still gives defending units a bonus (and you can build city walls for a nice +200% bonus). You also have the added advantage of defending one unit at a time. However, know that a size one city will be completely destroyed in one successfull attack. So if your enemy plays right, he could easily take out as many units as are in the city with two units.

If it were me, I'd just get several engineers and have them team up to build a fortress on the mountain. Then you don't have to worry about losing citizens or the city, and thus every unit in the fortress will have to be destroyed one by one. Nor do you have to worry about what to do with the city after the war is over.

Likewise I would simply go for the fortress, at least in most circumstances. The biggest problem usually with a mountain city is feeding the population as you get nowt from the city square itself and you need to use the surrounding land to survive at all. An attacker will just kill you then by seige unless you rush build a harbour.

However, there are certainly techniques for making the coastal mountain city survive and flourish. Treat it as a polar city and use the methods I described in the "Polar Strategies" thread. And found it with three engineers and a rush-built harbour and celebrate it up to something substantial.

One way to speed up the fortress is to pre-charge your engineer. If you interrupt a settler or engineer before they complete their task they store up that many turns of work and apply it all to the next thing they do.

So if you take an engineer, and set it to transforming a mountain for a few turns, then interrupt it (don't forget about him or let him complete the job!) and then send it overseas, it can complete the fort in one turn. Of course if you disembark directly onto a hill or mountain, you will use up both movement points and have to wait one more turn before building the fort. An ideal scenario is to land an engineer onto a RR'd or roaded grassland or plains square(only one movement to disembark) where the RR/road connects to where you want your fort to be with at least 1/3 movement left. Then you can land and build the fort in a single turn.
