Would this work? - Fall of Rome edition.

I'm playing the Celts, 25 turns from ending the game. I'm in 3rd place behind the Franks, who wiped out W Rome, and E Rome. E Rome has only one city left and we are at war. They are about to win, with 34,000 points.

I have not yet lost a city.

Could I offer E Rome a city on the islands in exchange for peace, then conquer that city, kicking them up to 8 lost and eliminating them from the game? Then I would still have well over 20 turns to wipe out the Franks.
