I'm looking at making a Scenario on WW3. I haven't made a scenario before, so I made this thread so I can get feedback from the community.

Victory Conditions: Time and Domination. Time will be based on the highest score after all the turns have run out, although what determines score is not yet clear. Domination will either be a) all caps or b) based on civ-specific military accomplishments.

Civilizations may become CSs if it is decided that playing as them would not be fun and vice versa. I am conflicted on whether or not Israel should be a playable character: I think it would be fun to play a sort of guerilla war, but the Middle East is getting really crowded on this map.

Civs:

America
Democratic Latino Alliance
Communist Latino Alliance
China
North Korea
Russia
Pan-Islamic Republic
North African Arab Alliance
European Union
African Liberation Front

City-States:

Canada
South Korea
South Africa
Madagascar
Japan
Israel
Brazil
Greenland
Iceland
Kazakstan
Afghanistan
Pakistan
India
Mongolia
Basically everything in Oceania
Saudi Arabia
Switzerland
A few more I may have forgotten.

Explanations:

USA: The US is permanently allied with Canada. The US also starts with the CS of Afghanistan as an annexed CS. UA not yet decided on, but definitely something to reflect the military superiority of the US. Their main goals are the liberation of Israel, the protection of their CS allies and the EU and the destruction of the Pan-Islamic Republic.

Democratic Latino Alliance: An alliance of Central American countries (excluding islands) forged in the face of a growing military threat by the Communist Latino Alliance. They are on good terms with the US, start allied with Brazil, and are permanently at war with the CLA. UA not yet decided on. Their main goal is the destruction of the CLA.

Communist Latino Alliance: A growing military power comprised of Central American Island Nations (e.g. Cuba, Haiti), and all of South America, excluding Brazil. They start permanently at war with the CLA, and on the brink of capture of Brazil. They are on poor relations with the US. Their main goals are the destruction of the DLA, and eventually the total domination of the western hemisphere.

China: China begins on hostile relations with the United States, but on Friendly relations with Russia. China also begins at war with North Korea and begins with Taiwan annexed. Their main goals are expansion into nearby City States, the seizing of North Korean lands, and eventual military superiority over the United States.

North Korea: North Korea begins on hostile relations with everybody, and at war with nearby city states. They have annexed Japan, South Korea, and they have invaded and expanded their borders into Russia and China. I think their UA should be based around a lack of unhappiness from conquest, to reflect the personality cult in NK. Their main goals are: conquer, conquer, conquer.

Russia: Russia begins guarded with all civs, except neutral with CLA and friendly with China. They are at war with North Korea. They have pledged to declare war on the US if the US uses nuclear weapons in the Middle East. Russia's main goals are the destruction of North Korea, and economic and military hegemony over the US.

Pan-Islamic Republic: Comprises the area of the Middle East, except Saudi Arabia. Begins with Israel as a puppet state. Begins at war with the EU and the US. The PIR seeks dominance in the Middle East, control of Israel, and the annexation of the North African Arab Alliance.

North African Arab Alliance: Comprises the area of North Africa (e.g. Morocco, Egypt) as well as North West Africa (e.g. Mali, Mozambique), as well as parts of Chad and Sudan. At war with the African Liberation Front, and has tense relations with the Pan-Islamic Republic. NAAA seeks the destruction of the ALF, to contain the military expansion of the PIR, and protection of Saudi Arabia.

EU: Basically the European Union. They are friendly with the US, and they are at war with the PIR. They fear a surprise invasion from the east by Russia or China, as well as a surprise invasion by the NAAA from the south. They are wary of North Korea. They are extremely protective of city-states, and a declaration of war against a City State will often result in a DOW or denunciation. They seek to grow the EU CS allies, and protect themselves against a military threat.

African Liberation Front: Comprises a large portion of "middle africa", basically most of Sub-Saharan Africa except South Africa (the country) and Madagascar. They are very hostile, and start at war with Madagascar, South Africa, and the NAAA. They seek to conquer.

Background:

Pax Americana is over. America's military is spread thin and has been shackled by domestic partisan politics and the influence of foreign debt holders. Taking advantage of the situation, North Korea has unleashed their autocratic war machine and it's nuclear bomb onto Asia, expanding rapidly throughout Asia. China has invaded Taiwan and annexed it, under the guise of protection from North Korea, confident that America will not intervene. Russia has stepped up it's military presence to defend against the North Korean menace, and to once and for all claim sovereignty over the Kuril Islands, now occupied by North Korea.

In the Middle East, Islamist extremists have seized power and used all the weapons at their disposal to unify many Arab states into one huge war machine, the Pan-Islamic Republic and to conquer Israel. In retaliation, the United States have declared war, and occupied Afghanistan, where they have had military presence for over a decade, to use Afghanistan as a military base from which to attack their enemy in the Middle East. However, their hands are tied, for Russia has pledged to declare war on the United States if the US uses nuclear weapons in the Middle East. A war against Russia would be long and costly, not to mention that China may be dragged into it to, but Israel has been subjugated by the Islamist extremists, and America fears another quagmire war.

Meanwhile, a new strongman has gained power in Sub-Saharan Africa, and their brutal regime ran rampant throughout Africa, pillaging and conquering all nations in their way. Only South Africa and Madagascar have held out against this Sub-Saharan Scourge, the misleadingly named African Liberation Front, but will they hold out for long? In response, several Arab states in the north of Africa have united into the North African Arab Alliance, to combat the duel threat of the autocratic African Liberation Front and the Pan-Islamic Republic.

The European Union can no longer afford to ignore these new developments. If China or Russia fall, then they may find North Korea on their doorstep. Furthermore, the Pan-Islamic republic may turn they eye upwards; if they break through into Turkey, then they hold a major strategic location. Also, they fear economic hegemony by the NAAA; the EU may no longer be the only conglomerate of nation-states sharing the same currency.

While the world's attention is focused elsewhere, a popular Marxist-Leninist uprising in South America has lead to a full blown military coup and the establishment of several communist nations now unified under one banner: the Communist Latino Alliance. Brazil has still managed to hold out, thanks to their dominant military, but they won't be able to hold out for long. In response, Central American nations have joined forces as the Democratic Latino Alliance, at the behest and sponsorship of the United States, to combat the red threat in the South.

The world is at war! Tensions are snapping, sparks become flames, and alliances are falling apart. Will you survive the onslaught? Will you rise victorious from the ashes of war?

Sounds like a cool project idea.

One question - will the timeline be based on the Cold War or the post-Cold War period because key players would need to be adjusted (i.e. Soviet Union vs Russia)?

It's going to be based in the present/near-future, as it's mostly speculative. I got the idea for the scenario from a doomsayer friend of mine, and then I fabricated conflicts in Africa and South America to make it more interesting. It's not wholly based in reality.
