XML Files Error

A few days ago, I started to recieve the below error when I loaded the game. I have uninstalled/installed multiple times, with patches, without patches, with disk cleanup and a defrag. The game had never had an error before this. The error comes up about 2/3 of the way through initializing the software I believe it says XML(uncached). After pressing enter 20-30 times, I would load civ4 and all the text is replaced by strings like the ones in the below picture. The game is still playable to an extent, since the text tells you what every piece of wording means, yet it makes for a terrible experience, as all the text is so cumbersome.

I put screens of the two types of errors I found, and here is the list of files they are for, they are just from the log, I attached the whole file:

Thats the old xml parser error aka V1. It was resolved in later patches, but has surfaced a couple of times.

As you have had several goes at it by now, I would do a total purge of Civ IV
http://forums.civfanatics.com/showthread.php?t=152620 Install from discs, install Patch v1.52. That will ensure there is a clean installation with no bits left from previous attempts.

If still get it - and it would be unusal now to get it post V1.52, then go here

Thanks the XML parser update fixed everything, by reading what the file was all about it looked like my Visual Studio I had installed a few days before for my programming class was interfering.
