xml load error on Win 7

So, I just restart my computer and find that every single XML file gets a load error, i opened a few and they don't seem corrupted, I also did a disk check and turned up nothing, I didn't get any problems like this before. anyone know whats up?

is this vista/7 or XP?
is this a asian/russian language operating system?
