XML Parse error

Hi everyone!
Today i run civilization 4 and i get

Caught unhandled exception creating XML parsert object
Current XML file is:

I readed fix-list topic, updated sound drivers, changed decimals and re-installed CIV4 + installed colonization. Nothing

there have been reports about these xml problems with people running non-latin windows versions. Are you using a cyrillic language version ("russian") version of windows?

No, im using English version, but as writing/original language is Latvian

check if the non-unicode language is english.
and install service pack 3 for your operating system.

I cant, cus i've modded my SP2. And why should i need to upgrade? I played civ4 before two weeks perfectly.
EDIT: Do you have skype? If yes, can you tell me ur skype nick?

something prevents the game from parsing the xml files then. There are a few possibilities - either you have a new (or updated) anti-malware program running that intervenes or the xml parser the game uses (most likely the one windows comes with) got disabled. That was the reason I proposed updating the service pack. What changed on your computer within the last 2 weeks? Any new software that might interfere? are you sure there is no malware on it (unlikely cause)?

Im pretty sure... Im making fully computer scan every week and i have no errors/virus.

sorry I am forum only - my job does allow things like that but no IM/Skype type of applications - for some reasons they actually want me to work

First post - I have tried it already, but i cant find crc.dat and XML directory is empty
last post - I get "DllRegisterServer in D:\WINDOWS\system32\msxml3.dll failed. Return code was: 0x80070005"

microsoft claims that this only occurs if you use a non-administrator login. Try doing it while being logged in as admin.

But im logged as admin and there is no another accounts/users

this might be due to your modified service pack... try following the advice below - this will get tricky though since this means that your underlying permissions system is not that of a normal windows install in which case I am starting to drift into wildly guessing land with my advice

That error started to show before i modded my pc.

that may be - but the only known work around (at least to my knowledge) requires reregistering some dlls and with changed permissions this may not be possible

Why? Do they un-registering in some time? Cus CIV4 worked perfectly before some weeks

I do not know what exactly happened on your machine to make the xml parser useless - one possibility and what worked for others is that it was deregistered by an update and/or third party installer or uninstaller - hence the need for reregistering. If that does not work its hard to find a resolution.
does the windows event manager show any error messages when you try to start the game?
