good idea. But your production would have to be good, otherwise it might take 5 to take out one garrison: that's happened to me when Yang fired 5 missiles at a Neutronium garrison unit with AAA and aerospace complex. The 5th missile finally destroyed it.
That depends on the strength of the AAA. A Silksteel AAA can be fairly reliably taken by Tachyon. Otherwise you burn 1 jet to weaken it and destroy it with a second.
Of course, that's a moot point if the base with the planet buster is beyond your range or you don't know the enemy has one.

Yeah I ALWAYS rush the H/S algorithm because it makes my life soooo much easier as I never ever ever run Fundy gov't and usually run Knowledge, so i've got probe teams stealing my techs left right and center. Though you can get good use out of probe teams before the HSA comes into play. Ie: this game I was Morgan, and started next to Miriam (sigh) so she DOWs on me ASAP (typical) I sent 2 probe teams in and flipped 2 of her cities, and used he troops that were there to take another 3 before she sued for peace.
This time i couldn't get H/S cause i beat Deirdre to 2 other projects at the same time she got the tech for it. So she built it in 1 turn off a project she had to drop.
ooooh bad timing. Admittedly there are projects that I would consider more important than the HSA ( Cloning Vats, Ascetic Virtues, Xenoempathy Dome, Living Refinery, and some more that I can't think of) but for sure take the HSA over things like the Supercollider or Pholos mutagen
