Yet another Ruhr placement question

Situation: Industrial zone with factory, immediately NE of Rome. River hex SE of Rome with dyes / forest. The river connects Rome and the dyes hex but doesn't border the factory hex. I want to build Ruhr in the dyes hex, but it won't let me, even if I cut the forest. And no, it's not floodplain.

Is there anything I can do to make the hex a valid site for Ruhr?

You can't farm a luxury resource hex, nor can you place a district or wonder there.

Thanks. It would be nice if the in-game text qualified 'any hex' accordingly as I predicated my entire strategy on it. Oh well.

There's a mod for this though, if you don't mind using mods : ) It lets you harvest any resource. I can't play without it anymore, because I can't believe you can't take a pasture full of horses away in the information era, because they are a STRATEGIC resource...in the information era... 0.o
