Yeah, I had around 50 in my Byzantium game with only 6 cities and a puppet, even without TtGoG.
Also not that difficult with the new Civilized Jewelers Corporation, I had over 500% GP rate in my korean capital.

No, but engineers and merchants.
I dunno when I was planting the last academy, but it is worth to plant 1 or 2 more academies, even if their pure yields are not reaching the instant science. They help with fighting illiteracy in cities and the 10% extra science for further scientist can be much greater than the instant yields now, if you know you will get more scientists later.
