Zhangye danxia ownership swap - old owner gets benefits

The three tile wonder Zhangye danxia, giving 2 GG and GM points, was originally owned by Scotland. I conquered the city, but even after peace and many turns, it appears that Scotland is still getting the great people points - and I am not.

All three of the tiles are owned by one city, and Scotland do not have any districts. I reloaded, to no avail.

No mods, latest (Dec 2020) patch.

No save file (I only just saw this thread) but next time it happens I will post one.

Firetuner shows the requirement PLAYER_HAS_ZHANGYE_GENERAL is still MET for Scotland.
I guess there is something wrong with its Subject Requirement.

(EDIT) It seems REQUIREMENT_PLAYER_HAS_FEATURE is used for this wonder only. Perhaps this requirement was designed for unique purpose and has not been proven yet. It needs investigating by the designer.
