The Easy Route
Firstly I shall mention the easy route. Should you want to be as hands off as possible with your economy in order t focus on diplomacy or RP or such else you can just hand your nations economy over to me fully and I will keep things ticking over given some overarching instructions from you the player.
How much will things cost?
Governments don't often know how much things will cost, for this they use investigations. You can perform as many investigations as you want by including in the thread or a PM a clearly labelled Investigations section where you ask some questions about potential spending changes. These can be of two forms questions given a target and questions about an effect.
For example you could ask "What will happen if I cut public sector wages by 8%?" or you could ask "How can I reduce administration costs by 1.5 billion fr per year?"
Similarly you could ask "How much will it cost to give universal healthcare?" or "What would be the effect of increasing spending on healthcare by 2 billion fr per year?"
At each update I will answer these questions giving you the best estimate your financial ministers could come up with and though it may not always be totally accurate it will be a reasonable estimate (unless of course all your ministers are goats or something).
How do I change Government Income?
You will have a lot less influence over government income with the exception of the fact that you can use loans. Taxes can be increased, tariffs can be raised though sometimes these things may have a negative impact on your economy and lead to a loss overall. Similarly lowering tariffs could have a negative impact on your economy.
How do I organise spending?
There are two main ways. You can specify projects that you want to undertake, perhaps after performing an Investigation on their cost and their cost will be added to the budget for example building a railway or a new palace. You can also specify specific policies such as increasing wages by 4% or slashing social security by 12%.
Alternatively you can also choose to give target values of what you want the budget to achieve, say cutting healthcare or raising social spending. The effectiveness of achieving these targets over the 4 turn period will be partial determined by the effectiveness of your Administrative department and also on the feasibility of those changes.

Greetings. i am Andreas Laskaris, not related to the older Laskaris dynasty. i am the Roman Emperor, and the head of state.
I am 25 years old, which is very young for a head of state, and i was chosen as Emperor because... well, i think the Turkish senate was drunk, high or trolling around. probably all three. but since i was elected, they cant take it away, so i am stuck with the job.
i knew that the "Roman" Empire is better fit as the Ottoman Empire, or even just turkey, but the Senate, still drunk, high, or trolling around chose the Roman Empire as its name. i could not object, as the senate overruled me.
this is kind of why i ordered an immediate election, kicking out the previous senators and installing new ones. the previous government was *clearly* irresponsible. most of them are facing short jail sentences for drinking on duty and being high, also on duty.
Now, being young, and not particularly skilled at anything, i chose to create the Office of Prime minister, and Ahmet Demir will essentially be the elected co-ruler of the Empire, balancing out my inexperience. we work well together, and i am glad that i have him around to make sure i don't do anything truly stupid.
most of my job, as Emperor, is Ceremonial duties, most of the diplomacy for the Roman Empire and Directing the senate, the science programs, and representing the Roman Empire in the UN, and other worldly organizations. i also do the National Budget of the Roman Empire, with Ahmet reviewing it to make sure its good.
sometimes, i will hold public sessions in the Throne room, and everyone is invited to meet with me, from leaders of other nations to a homeless person on hard times. i do not discriminate, and i will do my best to help them, even paying out of my own pocket.
also, a serious note here: the Job of the Emperor is unique to me and me alone. there are no heirs, there will never be an heir. that means, if i resign, or die on my job as Emperor, the Roman Senate will vote on going Republican. exactly what form of republic is up to the senate.
i do this because i am a good, just person, and do not want my death, or resignation to destabilize the state. i am not gonna be around forever, but the Roman Empire, in some form, will continue on without me. that gives me peace in my heart.
