Australian Government Publishes Controversial White Paper
The Australian Government has recently published its findings on the possibility of cutting mining subsidies and transitioning to a nation without mining. This has enraged the unions, especially after the major companies including Rio Tinto, BHP Billiton, and Newcrest who have all said that they would be forced to make thousands of redundancies across the country.
After an emergency meeting CFMEU has decided to go on strike and Australia's primary industry is threatening to grind to a halt unless they can assuage these fears. Other Unions too have begun talks about solidarity strikes across the country and many are calling into question the Labour heritage of the Internationalist party.

Grim prospects for Workers in Guandong
The people Guandong have for years enjoyed a prosperous industrial economy with a high quality of life afforded by integrated supply and protective tariffs. However following a trade deal with the Republic of China many workers are finding themselves in fear of redundancy as the country is being flooded with cheaper products and Guandong companies are finding it hard to compete in the Chinese market now that China has so many trade partners. Many companies are trying to reeducate workers to further up the supply chain but this may end up being a slow and laborious process and the Guandong economy is predicted to suffer.

Earthquake in Guadeloupe
An Earthquake hit Guadeloupe on the 8th of March. It measured as a 8.6 on the Richter Scale. Huge destruction followed and the area is in dire need for aid. The Government of Quebec has managed to send initial relief however the process of rebuilding and stabilising is going to take much longer. The people of Guadeloupe are left wondering about how prepared they really were for an earthquake of this magnitude and criticism are already being levelled at the government that it should have done more in the area of preparedness.

Korean Popstar goes missing in Cairo Pool Party
The Government of Egypt is engaged in a desperate search for a Korean Pop star who went missing last night. In an effort to keep public calm they have yet to reveal the name of the missing person. All that is currently know is that they disappeared from a luxurious hotel pool party held by a local card game grand-master.

Indian Efforts to Cut Back Carbon Emissions
The recent efforts of the Indian Government to reduce its carbon footprint have been met with great international respect from NGOs and environmental think tanks. As a major contributor to pollution it has been seen by many to be a step in the right direction. However there is of yet no international response to climate change, some are calling India to spearhead an initiative to gather global support for such a response.

Fears over Russian Leadership
Many in Russia are worrying over the issues faced by the President being of a different party to the Prime Minister. Despite the announcement that the two of them had both found agreement over diplomatic and UN issues there is still a large deal of trepidation over how the Government will now function.
Aleksey Volkov of the LDP has already begun to denounce what he sees as a 3-way coalition whose mandate is found in electoral shambles and uncertainty.
Many investors agree and Russia's economy is looking like it is going to shrink in the next year. Following the presidential election the value of the Rouble fell by 3.7%.

GM Notes:
Well, as you may have noticed things have changed. We now have a spreadsheet with two sheets neither of which contain your budgets.

I'd like to preface what I'm about to say with my reasons for this devolution. I really like a good IOT budget simulator as much as anyone else but that's not the sort of game I've ever really run successfully. Despite the fact that the game had no real mechanics so's to speak of I still found that people were getting bogged down in the numbers, and so was I. Writing updates for my last game was inordinate good fun (most of the time). They were quick to do and quick to read summing up what was going on and slapping down anyone who overstepped their bounds. Everything was, at least in the beginning, fun and lighthearted. However in preparing for this update I had to do a lot of stuff with budgets and numbers and none of that was really what I enjoyed about GMing in SpoM or XIV. I wanted this game to be a game of fun stories and rapid fire international relations with an involving and interesting United Nations. That wasn't what I was getting from the set up we had so I've gone back to the old one.
I would also like to say that it wasn't me being pressured into this by any other players, I only say this because I know some of you will assume that.

Thus we have the following changes: The state of your nation will now be tracked on those two sheets. You will earn Shame points for not submitting orders. The minimum needed for orders is your 4 claims. However if you do not wish to make claims simply say that and you won't be shamed.

I'm sorry if you're no longer interested in the game. Feel free to drop - I know this isn't for everyone but its what I've shown I'm good at GMing and its what I enjoy GMing so its what I'm going to GM.

In regards to power generation I'm assuming that the world is in mostly the same place as it is today. However natural resources are running out and the effect are beginning to be felt in slight sea level rise and general warmth.

A lot of investigation questions (all those regarding cost really) aren't that relevant any more so I've only answered a few but if you still want me to answer just shoot another PM.

Realising that no nations military even remotely reaches ours, the Chancelor and is cabinet that decided that the naval build up will for now be reduced, instead we will from now on focus on expanding both our economy and our diplomatic relations.

We are open to trade agreements and pacts of cooperation.

There was going to be a report on the year's budget praising the Roman Empire's generous starting fund, but all that's been axed, innit? :mischief:



Trade unions, labour advocacy groups, and even several national economists are up in arms over the "free trade fever" that is sweeping the world this year. Concerned citizens say the blanket treaties are signed without any study into their actual impact on domestic economies, with the looming recession in Guandong predicted to be the first in a string of global shrinkages. Transparency watchdogs and democracy advocates also charge that these deals are being hastily adopted without consultation with affected groups or proper parliamentary debate.



A recent study on national medical services has named the Kingdom of Egypt's health care system the worst in the world.1 In the absence of a state-sponsored national plan, health care has become a racket run by countless private clinics, where even a simple checkup can cost upwards of 50 000 won. While this has cultivated a thriving market for private hospitals catering to opulent foreigners, common citizens unable or unwilling to indebt themselves over exorbitant bills may go their whole lives without seeing a licensed physician.

Bulgarian forces restore order in Gagauzia
Gagauzia has been described as a warzone during the last two months, after the Moldovan government unveiled plans to further integrate the autonomous region under central government which lead to a unilateral declaration of independence by local government. Riots and rebellions have shook the region as Moldovan and rebel forces fought close battles without any changes to the status quo. In a mission to stabilise the situation, Bulgarian peacekeeping forces stationed in Odessa intervened on executive order from President Borisov last week and for now order has been restored in Gagauzia as the region has been put under joint military administration by the Bulgarian Armed Forces and Transnistrian police.

Bucharest grows worried as Romania is divided by armed revolutionaries
Chancellor Anghel Alexandrescu of Romania is on his way out of power as Romania's fascist leadership are losing control of the nation's territory. Monarchist revolutionaries in the north have declared an independent constitutional monarchy while the Coalition of Democratic Forces, who have seized most of the south except for Bucharest, are negotiating a treaty on joining the Bulgarian republic. Much is uncertain at this point, but what is certain is that a cloud of division hangs over Romania.

the Roman senate has admitted four new greek provinces to the Empire. Euboea, South Eprius, Afissa, and Larissa will now be part of the Roman Empire.

in addition, the Roman Emperor expressed a desire for Rome to develop two scientific programs.

Andreas directed a group of energy scientists to figure out how to make a thorium power plant, and they are welcome to consult with nuclear power specialists, and the like.

he directed a different group to figure out aglae based bio-fuels. they are welcome to consult with different people on the issue.

both groups stated that it may take years for both of those to show any promise. the Emperor understands that, and will be patient.
 
China restores order in Tibet




The Chinese army has moved into Tibet to restore law and order. The region was nominally under the control of a Dalai Lama led government centered in Lhasa who had declared independence from China but in reality it was ruled by several competing armed gangs who showed no allegiance at all to the Lama and who had turned Tibet into a warzone.

The Chinese army invaded Tibet through Xinjiang and the offensive was spearheaded by tank regiments and airborne commandos. Aside from deploying the airborne units in strategic locations, the air force played limited role in the military campaign in order to avoid civilian casualties. The gangs were easily dispersed while the Dalai Lama has surrendered to the Chinese and accepted Chinese control of Tibet, which has been annexed into the Republic.

The Chief of Joint Staff Fan Changlong has stated that "the pacification of Tibet has been a general success and has demonstrated the capabilities of our armed forces. The gangs were easily defeated while the use of airborne divisions and armored regiments has proved to be quite effective."

Tibet has been granted the status of "Special Autonomous Territory" and will have autonomy over matters of education and culture. It will also have a local 10-members parliament elected in regional elections which will appoint the Governor of the region. Most Tibetans are generally supportive of the Chinese intervention as peace has mostly been restored in the area.

Qinghai, Tianjin and Beijing join China

Beijing and Tianjin, last remnants of the People's Republic of China, have joined the Republic of China after a referendum initiated by the Communist Party of China, in which the Unionists won by 79%. The government has welcomed the two cities into the Republic and the PRC has officially dissolved. The Warlord in control of Qinghai has also surrendered his region to the Republic in exchange for being granted amnesty for his dictatorial rule of the region and being allowed to leave the country.

Roman Emperor creates the Roman Imperial Forces

Emperor Andreas I, leader of the Roman Empire, has decided to create the Roman Empire three months ahead of schedule. however he is only attempting to reopen factories that create military goods, and trying to get people interested in the army.

Naval shipyards has received orders to create a powerful navy, with the existing ships if possible, and create new ones as needed.

Aircraft factories has received a huge order of several hundred aircraft of varying types. it will take time to create them all. existing planes will be refurbished for combat duty.

Native Turkish and Greek factories under our control is now producing military equipment of all kinds.

Recruitment centers has opened, and is now recruiting thousands of people.

right now, the Roman Imperial Forces are small, and not well organized yet. Armies will be organized piecemeal, Navies will be organized into fleets, and Aircraft will be sorted into theaters. the Emperor wishes to have a powerful Roman Military, and all that is expected to take at the very least, three to six months.

the Emperor will post the final organization when it is all finished.

obviously, that implies that the Roman Emperor is spending a part of the budget on the military. he says that the budget will be roughly 10% of all taxable income, which is 15% of the GDP. the rest of it goes to improving the quality of life for the people(healthcare, education, infrastructure improvements, and so on), emergency funds, and funds to give to the UN, and Funds to give to other nations, if and when it is needed.

he also noted that the people of Turkey and Greece has long being militaristic, just at eachother, now, we will focus our energies on defense, and, if we can, participate ion worldly events, and improve the world for all Humans everywhere.

but: don't forget. the Roman Empire strives to be a morally Good nation. we will only do thigns that we think is honestly, truly, good for the people.
 
I would be extremely disappointed if that happens. If they don't want to play your game then they don't have to.

Backstory of Emperor Andreas I Laskaris

Andreas Laskaris was born in Athens, at 2018. not much is known about his early life, but he displayed his wish to be an Officer early in life. he graduated high school with high marks, and at the age of 18, immediately enlisted at the Evelpidon Military Academy in Nafplio.

He graduated the Academy with high marks and great skill in grand strategy, and above average skills in Naval tactics.

He served as an officer of the Greek army, commanding a corps in Athens.

when the civil war broke out over the economic crisis that deeply impacted the already economically weak Greece, forcing them to declare bankruptcy, and the increasingly authoritarian rule of the long ruling SYRIZA party, and Alexis Tsipras, Andreas Laskaris, alongside his corps defected to the revolters, almost immediately capturing Athens and forcing the SYRIZA party and its leaders to Thessaloniki.

the Rebels controlled nearly every Greek island in the Aegean Sea, Corfu, Crete and Rhodes, with the only mainland holding being Athens and the surrounding area.

the Civil war lasted a year. as the leading commander of all Greek Rebel forces, he first swept the Peloponnese, with the support of Cretan forces, before fighting his way north to Thessaloniki, forcing the SYRZIA Faction to surrender.

the mop up operation after the civil war took a year to finish. Andreas Laskaris set up a Democratic government, and restored peace and prosperity to Greece. he served as the Greek commander in chief under the liberal Democratic Government.

However, the Neighboring country of Turkey was in civil war between the Democratic rebels and Pro-Erdogan Forces, the latter having lost control after erdogan died, and the rebels seized their chances. Kurdistan almost immediately declared independence, and was largely ignored as Turkey imploded.

the Turkish Civil war ended a short time later, when the Battle of Ankara was in the Rebel's victory.

by the time Andreas Laskaris became the commander in chief, the Turkish government was located in Istanbul, where most of the anti erdogan rebels were, and was unstable and highly stressed to the point where people could drink on the job, and get high, just to get rid of the stress for a time. they were also leaderless, as they could not even find a leader.

the Turkish senate, knowing that turkey needed to be a prosperous nation, needed a central figure to help restore Turkey to Glory again.

Therefore, the Senate invited Andreas Laskaris, with the permission of the Greek Government.

the Turkish senate bestowed the title of Roman Emperor on Andreas Laskaris. when asked why the Roman Empire and not the ottomans, he was told that nobody wanted to bring back the Ottoman Empire. At all. Andreas just...let the subject drop. it seemed to be a sore subject.

when he asked why him, the senate, in a rare moment of seriousness and lucidity, stated that Turkey is badly damaged after the civil war, and the Turkish War hero had died by one of the last pro erdogan operations somewhere near Adana.

So, they had to find someone who was a war hero, and had the necessary experience, ability, and good heart. that man turned out to be Andreas Laskaris.

Andreas accepted the job as Emperor, stating that it would be an honor to help Turkey, as he had helped Greece previously. he demanded the provision that the Roman Empire return to republican rule after his rule. it was accepted.

Andreas Laskaris was crowned in an elaborate ceremony at the Hagia sofia, and the White Palace (formerly the Topkapi Palace) was freed up for his use. he expressed a mild distaste of the clearly Ottoman architecture, but figured that he could live with it.

his first actions as the Roman Emperor was to retire the previous senate, all the members of it, for doing a great job in holding Turkey together, but needed to be retired.

he spent a year as Emperor so far, fixing up Turkey, modernizing the nation, setting up the upper house, and removing any possible corruption. he even managed to secure a peace of sorts with the remaining Pro-Erdogan rebels.

Also, the Roman Emperor officially recognized the nation of Kurdistan, feeling that they have a right to be independent from turkey. Kurdistan also recognized the Roman Empire in gratitude, and gave them as much assistance as they could spare.
 
The Prime Ministers of Bulgaria and Rome, along with the Roman Emperor and the Presidents of Transnistria and Abkhazia met in the Bulgarian capital to discuss the possibility of a Roman-Bulgarian alliance. These discussions concluded in the signing of the Treaty of Sofia.

Treaty of Sofia

1. The Roman Empire, the Democratic Republic of Bulgaria, and nations associated with either will enter into a mutual defensive pact. If either signatory to this treaty attacks the other, all provisions in this treaty will be annulled.

2. The Roman Empire, the Democratic Republic of Bulgaria, and nations associated with either will aid one another diplomatically within and outside the United Nations, unless it contradicts the individual interests of a nation signatory to this treaty.

3. The Roman Empire, the Democratic Republic of Bulgaria, and nations associated with either will allow the use of domestic infrastructure to support other signatories to this treaty in expansion on territory neither coastal nor bordering the expanding nation. All signatories to this pact reserve the right to unilaterally withdraw such support without annulling the entire treaty.

the Emperor, wishing to be away from the gigantic Metropolis of Istanbul decided to stay and enjoy the peace and quiet of Sofia for a week. Ahmet Demir returned home, but the guard stayed.
