Even better, notice the shape of the borders, or how they extend. Looks like borders will (finally) not be decided by the city's radius, but by other means.
I had the same question in mind. I figure it's probably 19 tiles total: the one underneath the city, the six tiles around that, and the twelve tiles around that.
I've played a couple of strategy based board war-games and the the hex grid is an improvement. This game is going to be much more fluid than Civ IV. If it were possible, I would consider doing something dubious to get it sooner!
