Phoenician harbors give +50% production to Settlers (and naval units). i know you haven't played them, but if you are going to argue a civ it trash you should at least read the description...
e.g. building two districts of one type before while you've only unlocked two, so the other is cheaper. (2 holy sites for cheap harbors or 2 campuses for cheap commercial hubs)

I wish one of their cheap districts was harbors, these are really key to Japan. With Meiji Restoration just putting one next to your city is already +3, managing another district or some fish is easy, so +4 or +5 harbors in every city are more or less a given.

Coastal cities always can always chop +100% cheap boats for overflow (instead of 1 shot walls), isn't that enough production? Since Magnus I have a hard time not settling coastal cities, and having huge accidental navies.
For flavor and mechanics and made them unique Musketman that unlock for Civil Service.
The expensive hard build:
Make them replace Musketman, so upgradable from swordsman but they don't get the early gunpowder unit.
Garbage tech:
Unlock with Civil Service, to synergize with half-price theatre...
Production queue from steam workshop works still, though you can't remove things from it (but can put more stuff in front).
I'm using it and better trade screen. Any other mods people are still using even if a little buggy?
Note: this is a Win 7 specific problem. I just upgraded my machine to Win 10 and there is no problem.
Also, in the Win 7 clicking on the bottom right bubble ('fill policy slot', 'production' , etc) did nothing. On Win 10 it works as intended.
