What are the restrictions with forming holy sites? I am trying to go to terrain with no other improvements (e.g. plains or hill) without luck... This seems to be a powerful strategy w/the late prophets esp w/the piety tree unlocked. Thanks for the help!

The city states and barbarian units of course upgrade as time goes by... My question is what dtermines this? Is it based purely on date, the avg progression of other civs, or other factors? This point is relevant in the current game I'm involved in. I'm India and find myself on my own landmass...
