Trouble with great phophets

What are the restrictions with forming holy sites?
I am trying to go to terrain with no other improvements (e.g. plains or hill) without luck...
This seems to be a powerful strategy w/the late prophets esp w/the piety tree unlocked.

I don't think you can use a GP to make a Holy Site if you've already used it to convert a city. I suspect that may be your problem.

This is likely the cause. Once you use a Great Prophet to convert a city, it can't do anything else AFAIK. So only use the conversion ability if you don't want to use the GP for anything else.

I sometimes keep a GP around as defense to counter-convert cities or to crush an enemy religion that springs back up.
